This is a rare and historically significant World War I-Era carnival knockdown game, specifically titled "Knock the Helmet off the Kaiser." Produced around 1917–1918, these were popular "trench art" style midway games used at traveling carnivals, fairs, and fundraising events to boost patriotic fervor and morale after the United States entered the war.
The presence of the original stencil and the weathered, "crusty" paint surface significantly enhances its authenticity, as many of these were repainted or discarded once the war ended and the Kaiser was no longer the primary "villain" in the public consciousness.
